Hi Skip,

My suggestion is to introduce job priorities and a fence (or fences) as a 
mechanism to put jobs on hold at will and simply.

There are many occasions when we need to do some troubleshooting, maintenance 
or analysis and we need to make sure that not a job will start (until we say 
so). 

Right now we have to fiddle with nsradmin and some scripts or do things 
manually using the NMC in s rush. tis is prone to errors.

Life would be a lot simpler if we would just need to raise a fence to stop all 
or some of the jobs. At the moment this is not possible (AFAIK) instead we 
have to modify the configuration of the jobs (changing "enabled" from "yes" 
to "no"  individually -- this is error prone and we still have to remember on 
which ones we have to undo the change -- again, error prone).  

This could be done selectively if we were able to assign different priorities  
(e.g. 1 to 9) to the jobs and had a fence wee could raise to different values 
(e.g. 1 to 9). We could stop all the jobs without mistake using the maximum 
fence of 10.
