Hi,
        The file index depends on the clientid of the client that the
index belong to, it is independent of the clientid of the server. So,
yes it is OK to directly copy the index from one backup environment to
another as  far as the clientid of the client is same.

Is there a way to import file indexes into another server (where server
client id's are different)?

It seems fairly straightforward (although tedious) to import media using
scanner, but I've seen no mention of importing file indexes.  This would
seem necessary for recovering data where file indexes were required.
