It's not what I said : I haven't said you need to run nsrexecd
using a dedicated user, I suspected you changed user account
to a specific user (eg for exchange, sql, ....) that has not
enough rights ...

The Networker services runs as "Local System", which should let it
execute, AFAIK. I've seen no documentation that says that Networker
services need to run under a defined user account with access privileges,
even on Win2008 R2. But perhaps I've missed that part ...
