EMC emailed me the 32bit liblocal.dll but when I returned and asked for 64bit, 
EMC support created an FTP temp for me to download all new Binaries for 64bit, 
32bit binaries were also there.  The 32bit DLL swap has been working for 7.4.5 
and the Binary swap has worked for the 64bit but I'd preferred just a DLL.

I never did get an answer about what problem the client side tmp file failure 
causes.
