Check group definition  for restart window field. If the window has elapsed , 
it just starts all over again. This value can not be greater than the interval 
value. Default is 12 hrs.

I just noticed that savegrp -R starts the whole group again instead of just
failed savesets.
Is this happening to any one else? we are using 7.4 sp2. It is behaving the
same from command lien also. Any suggestions?
