I don't think it is anything to do with cloning. I think it just means
that each of those save sets only have one full backup in the cycle,
which would be typical for clients with a fairly short retention period.

I agree with you, this does not seem to be a useful message. It is a
typical example of a programming decision where the impact was not
thought out properly, like the old one where savepnpc used to connect
from the client to the server to query the group status once a second.
