I have had similar problems on a few windows 2003 clients, I reverted back to 
Networker 7.3.4.Build.558 on those clients and the problem disappeared.

I haven't found the root cause for my problems but there seems to be an issue 
with citrix metaframe and Networker using VSS to do backups.
