I fixed the problem By creating a nsrnml_recoverconfig.txt with the 
neccesary parameters in my case:

  Notes_ExecDirectory = "C:\Lotus\Domino"
  NSR_SKIPDBERRORS = TRUE
  NSR_NON_ASCII_ENG_NW = TRUE 
  NSR_RELOCATION_DEST = C:\recover
  PATH = "C:\Lotus\Domino;C:\Lotus\Domino\Data"
  }
