I think I would take the message at face value unless I have reason to
believe otherwise.  Perhaps you need to tune up some OS parameters to
increase the buffer or queue space.  Which ones I don't know.

Have you tried rebooting?  It may be that there are a bunch of old
processes or something taking up space that should be free.  Rebooting
should clear that.  I have to do that every month on our old Windows NT
system or risk nsrexecd failing on clients, presumably because of memory
leaks.
