Sorry to comment on this so late but -

I don't understand the concern about the directive or scripting solution 
generating multiple savesets, or why it could be bad for a DR. 
If I had millions of files in a single saveset I could only read this as a 
single stream, if this was split into multiple savesets I could read 
multiple streams - even better if the savesets are spread across several 
tapes I could read from several drives at once.
I would be more worried about the effects on the client as multiple reads 
or writes to a sinlge filesystem might bottlenecl on the r/w to the disk.
