For 7.4 sp3, I know that Java 1.6.0_05-b13 works on a windows XP SP3
client (my laptop).   I am running it right now. 

The next version up (I think it is Java 6 update 6), will not work with
7.4sp3.  This happened the other day when someone clicked "yes" to
update java. Consequently, We now turn off Java update on all our
laptops that have to connect to the NMC.  Otherwise, we have to run
around un-installing the latest update.

7.4 sp3 ships with JRE-1_5_0_15.

I haven't read the doc enough to be certain, but I don't think even
7.4sp3 will work with JRE 1.6.

On my mac (running Leopard and the 12.2.0 Java from Apple) the 7.3.3 NMC
client works just fine.

I would therefore expect that if you downgrade from 1.5.0_16 to 1.5.0_15
you'll be fine.
