I'm not familiar with the work list or how to view it - what arguments
do you use with nsradmin to view it?

I'll have to setup a full to fail and see what the work list looks like

That's odd.  A restart shouldn't be looking at the schedule at all.  It
should just be running the existing "work list" that the original start
populated.  The backup level should be specified in the work list
already.

Can you see a valid work list before doing the restart?  (I usually use
nsradmin to view it, but I assume it's visible from the GUI in some
manner).
