Sometimes giving someone the root password is like handing them a loaded gun... 
If they don't have the proper technical skills to use it effectively, it can be 
very dangerous in the wrong hands... Maybe EMC is ultimately protecting them 
from themselves..   If they're knowledgeable enough to give themselves root 
access, they don't need EMC to provide it... If they're not, EMC is better off 
not providing it.. EMC could setup 'sudo' to allow them to only do what they 
need to, preventing them from shooting themselves in the foot.
