Tim,

I was able to resolve my issue, the problem was created by me.  We have
an external encryption hardware in place, so my test environment was not
setup with the encryption hardware to decrypt the tapes when I attempted
the mmrecov.  Just had to zone everything together and all went well
after that.

Was the tape device on your original NetWorker box set to variable block
size, and your current tape device is not?

It's been several years since I've had to sysadmin an AIX box, but I do
recall that one had to use a command to change the block size to tape
devices to 0 to make them variable.  I don't recall the command, maybe
chdev or chblock.  smit/smitty would know for certain.
