Not as far as I know.

One of the things that EMC Tech Support has me try is to stop NW services; 
enable Removable Storage Service; try using NTBackup (getting the SYSTEM 
STATE option), and see if that works. It will invariably work, and NW will 
then either start to work, or continue on merrily failing. :-) 

I'm not entirely sure EMC Tech Support has any ideas on what to do when 
VSS fails to work ...
