Install db 1.85 somewhere and make sure rpm's configure finds it
before the version that's available already on your system.
Since you're having problems bypassing this issue, you might want to
consider another option: install an ancient version of Linux that used
rpm 3.x in a virtual machine somewhere, and then just use that system for
resigning your RPMs.
This has gotten pretty far afield from NetWorker. If you run into
additional problems with RPM, your best bet is to ask on one of the
rpm-related lists. I'm guessing there won't be much help on how to
build 3.0.6, but you might start a useful discussion that leads to
some other solution.
