Yes, you still have to stay within your Server/SN total limits when configuring 
the VTL.  IIRC with the 'network' edition it should be 16 for the Server and 
another 16 available for each SN.

[It's worse with adv_file devices BTW - each one enabled uses two 'device' 
slots (one for the normal r/w device and another for the r/o device).]
