David,
I did a test by editing a file which reset the Date accessed field and set
the Attributes field to an "A". I then did an Incr backup which removed the
"A" from the Attribute field but did not change the Date Accessed field.
Hope this helps!

When Networker accesses a file to backup the file, does it then register
in Windows as being accessed? (Does it change date last accessed time
stamp).

This is a question that came up during De-duplication discussions.
