I haven't checked (I still mainly use the older GUI), but this sounds
very much like the version of Java you're using for the newer GUI doesn't
have updated timezone files (Java has its own, apart from what the OS
uses).

It's Java 1.4.2, installed by NetWorker, and never updated, because NW
doesn't work with anything higher (we thought). I know it doesn't work
with the 1.6 series, as I had to remove that version from my workstation,
when I installed the console on here.

There are versions of Java in the 1.4.2 series that have the issue fixed,
if you get the latest from that series it will be fine. Alternately,
you can just find Sun's DST fixer app (tzupdater) and run it -- that fixes
the timezone files without requiring an upgrade of Java. This page looked
helpful:

Assuming you have support *and* that you're using the version of Java that
came with 7.4SP1, I think you should complain loudly to EMC. If they're
still shipping an outdated version of Java with NMC for 7.4.1, they
clearly have a problem, and they should be responsible for fixing it.
