I have all of my clients using just a host name and not FQDN. The error
is referring to the FQDN. I have never used FQDN before. Is everyone
else using the FQDN for their client names?

No, its because the client where you are doing the recover is using a
different hostname than the name NetWorker knows it as. Try using the -
parameter on nwuser as in
nwuser -c hn
where "hn" is the host's name as NetWorker knows it.
