Any ideas what might cause that to put an override skip at the beginning
and end of only March?

Check to see if there are any oddities in October or November.  I'm
assuming your timezone observes daylight saving time -- I would be
suspicious that anything odd that happens vis-à-vis scheduling in
March relates to DST.

I know there are additional tokens you can use in overrides, as we're
using things like

        full first saturday every month;

and

        full last sunday every month;

You might try using something like

        skip first every month;

or

        skip first day every month;

and see if that a) works, and b) makes a difference.
