The last line skips the first every month.

Then create two groups and two pools.  Put the weekly group in the weekly pool 
and the monthly in the monthly pool.  You also could create two clients 
definitions so that the browse and retention policies match the rotation.  
Though that may be a pool setting in >7.2.
