How to write directive to skip directory but keep one of its subdirectory?

I am going to apply a directive to more than 300 Unix/Linux machines. I would 
like to skip the whole "/usr" directory but only keep "/usr/local".

Can I write directive like this?

<< "/usr" >>
+skip: .?* *
<< "/usr/local" >>
forget

Please advise.
Also, what's the difference between "skip: .?* *" and "skip: *.*"?
