Here's what I am going to do. I have a license for 128 slots, I am in
the process of buying the upgrade to 256. I am planning to keep both
libraries on line and connected to the one server. Oupps I am going to
need a second FC card. Can I have the two licenses installed at the same
time.

Yes.

If I remember when I upgraded from 64 to 128 the 64 went away. I
just need to keep the old library online for 60 days. That all we keep.

That's because you bought an upgrade license, not a second jukebox
license.  You still only have one license, it's just "bigger".

No the tape drives are not compatible. I am going from sdlt320 to LTO3.
As soon as the retention policy has expired on the data I can just
disconnect the old library.

When I've migrated jukeboxes in the past, I've never bothered with trying
to get a temporary jukebox license -- we have three jukebox licenses
anyway, but two of them are too small for our main jukebox.  I just delete
the old jukebox, configure the new jukebox, and then add one of the drives
from the old jukebox as a standalone drive.  I make sure to do a full
backup for all our groups as soon as possible, to speed the cutover to the
new jukebox.

If a restore request comes in that requires a tape from the old jukebox,
I use the underlying OS tools to move the tape into the one drive I've
defined and then mount the tape, and NetWorker proceeds with the restore.
You indicated you're in a Windows environment, so I'm not certain if you
have tools available at the OS level to use the robot to move tapes
around, but if the jukebox is physically close to you, manually moving
it is another option.
