[Networker] Backing up C:\Windows\WinSxS

We run NetWorker 7.4 under Solaris 10 to backup a number of Windows 2003
machines (among others). When attempting a full restore of the C:\ drive
from one of those machines following the instructions set forth in the
Disaster Recovery Guide, we discovered that a number of key files
(mostly .dll and .sys files) in C:\Windows\WinSxS are never picked up by
the backup process. The directory structure is the only thing being
backed up, but none of the files in that folder.
I investigated the purpose of that folder as a way to find a clue as to
why NetWorker quietly ignores that whole directory structure during
backups, and here's what I have found:

Interesting change in the way DLLs are handled.
The question is -- does anyone know why none of these files can ever get
backed up by NetWorker? Does anyone know of a workaround?
