Can you use history to help you?  Go back a year and say this is
probably what I would have recommended at the start of 2007 but then
this happened and this happened so we ended up actually needing this
much.  If they're forcing you to forecast for a year out then are they
forcing the people who would be adding this storage or servers to do the
same thing?  If so maybe it would help to look at their forecasts.

My problem is that management is steadfast against spending another  
dime on tape media without me providing a plan on how much we will  
need for one year out, however, I am not privy to any information  
about the servers I back up. I never know when someone will add a few  
hundred GB worth of data to a server or bring in a new server until  
the day it happens. I am quite frankly at a loss as to how to meet  
this requirement.
