this happens sometimes, some weeks we got not one time this message, but this week, I cannot clone a single saveset. When I restart the server, the problem remains. The tapes are not being used. This morning I loaded the source tape in the VTL and loaded the destination LTO3 tape in the L700 tape drive (labeled and empty), and restarted the nsrclone process, but no change, again: busy.

Could you please check you pool settings? I once had an
bug when selecting "Target Devices". If there was a target
device selected i got this error too.
