we use Networker 7.3.2. Pools and devices are good, because sometimes it works for 2 weeks without any problem. Debugging gives nothing extra, just busy (-vvvv to nsrclone). The scripts that clone make sure the saveset is valid (!incomplete) and I checked the savesets flags and clone flags with mminfo.

In my experience cloning requires significant effort to configure and troubleshoot, i would check the pools and device restrictions and make sure enough resources are available for cloning, turn on debugging also. Make sure the ssid you are trying to clone is valid , i.e not a suspect or incomplete.
You did not mention the Networker version and your configurations ?
