Besides using persistent binding at FC HBA level via HBA tools ( SanSurfer 
for Qlogic, HBA anywhere for Emulex) i know of one Tape Vendor that puts 
some of the same logic in their Driver, IBM's resent drivers have this 
feature, on Windows it requires registry changes, you may want to read the 
vendors doc on how to implement this feature, if you have IBM branded 
drive.
