the clone has a retention period that is much longer than the original save 
set, then would the only way to reuse the tape be to manually recycle it?


No I don't mean clones. I am talking about full/numbered levels/incremental backups. An incremental backup or a level backup will always depend on a full backup, and optionally also on other levels in between. A full backup cannot expire until all later lower level backups of that save set have also expired.
