When you refer to save sets of a lower level, do you mean clones? If so, and 
the clone has a retention period that is much longer than the original save 
set, then would the only way to reuse the tape be to manually recycle it?

As far as #2 goes, I'm pretty sure nsrim has been run several times in the case 
of the volumes and savesets I was viewing. Because when I examined the volumes 
it was 7 days after they had been created.
