what do you recommend if the old HP-UX server cannot be kept around for 
recoveries because the company does not want to pay maintenance - but the 
company also cannot be in a position where a file cannot be recovered? 
  In other words the requirement is to be able to scan in all the tapes so that 
they are recorded in the media database of the windows server and recoveries of 
the existing backup data can be performed from the new windows server.
  Is is possible to use the scanner command to scan in a tape to a windows 
networker server when the tape was created on on a HP-UX backup server?

I dont know all the details but would installing a new windows servers, 
doing a host transfer would be an option for you.
If so, you can start backing up via new server all the clients and since 
networker writes in open format you can still recover old data, using your 
windows server this time.( ristrctions may apply).

If need be you can keep the old server around for recovers.
