This is the way how Exchange 2000/2003 handles disabled (but not locked)
user accounts - if you disable an user account in Active Directory, no one
will be able to login into this mailbox until Exchange admin fixes the
mailbox permissions and properties.
There is a hotfix for Exchange 2003 to change this behavior, for more
information look at http://support.microsoft.com/kb/903158
