Absolutely.  Linux and other platforms too, I would guess.

No, I don't believe so.

Solaris has two patches: one is for "POSIX" timezones (TZ=EST5EDT), and the other is for "geographic" ones (TZ=America/Boston). The reboot is needed because some kernel files are changed: not sure exactly why they're changed.

For Linux (and the BSDs I believe), once the files in /usr/share/ zoneinfo are updated (and /etc/localtime if it's not a link), then things should be good.

Though it's best to do your own testing and not take my word for it. :)
