[Networker] Exchange recover fails without client index

Just want to verify if this is true. EMC support staff is telling me that
we can not recover an Exchange DB with the Exchange module user program
unless we have the client index for that saveset! Is that true? We have a
valid backup on tape but can not recover it due to lack of a client index?
Does not sound correct to me.
