I went a few rounds with Tech Support on this last year. They told me that
nsrlic -v would provide information on NMO licenses per client. It doesn't.
Then they said that it would, if only I'd upgrade to v 7.whatever. That
version was very unstable at the time so it wasn't worth it to upgrade. I
let them close the ticket.

I've observed (in v7.1.1 on Solaris) that if you exceed the number of NMO
licenses, the client that fails isn't necessarily the latest one to be
added. The failure seems to be chosen more-or-less at random, apparently to
be as embarassing as possible to the Data Protection team. This leads me to
believe that there isn't a one-to-one relationship between NMO enablers and
Oracle RMAN clients but rather some sort of ad-hoc association.

If anyone has a way to figure out which NMO enabler goes with which client,
please share it with the list.
