It definitely depends on the support you get as to whether this is a bug
that should be fixed or something silly that you shouldn't be trying to
do.  The documentation for MSCS clusters isn't very explicit about the
use of "all", and I think it's completely inadequate about what the
cluster itself needs to contain for support.

Keep opening cases on it.  Maybe if enough are opened someone will be
convinced that this should work, and when it does not it constitutes a
bug that requires a fix.
