It's probably not working because you need a space after the chevrons,
and a + before the skip: directives  ... Eg:

<< "C:\" >>
  +skip: *.tmp


But you may get what you want more easily if you do this...

<< / >>
 +skip: *.tmp
 +skip: *.mdf
 +skip: *.ldf
 +skip: *.sdb
 +skip: *.edb
 +skip: *.log
 +skip: *.stm 


Also, It may simply be voodoo, but EMC tech support always say to have a
blank line at the top of the directive always...
