This sounds pretty close to a problem I saw with Networker 7.2 on Linux. Try touch to add the file "no_stripped_recover" to the /nsr/debug directory on the server.

If memory serves me right, at some point in the Networker 7.x series a new feature was introduced that allowed multiple streams to be recovered simultaneously. Setting "no_stripped_recover" disabled that feature. Take this explanation with a grain of salt, my memory is hazy on why it fixed it! If it does solve it then I would call the support line looking for a current patch.
