Are you restoring to the same backup server ?
normally you would only use nsrck -L7 for DR,

I agree with the rest of what you said, but this last statement I don't
completely agree with.  While -L7 might be used for disaster recovery
of a networker server, it's (I think) used far more frequently to bring
back the client file index for index entries that have exceeded their
browse time (and been purged from the client index).  That's exactly what
the original person was trying to do, so it seems to me they're using it
completely correctly.

Is the file system of same type if you are restoring to alternate server ?
Are you able to browse all the saveset\files after recovering ?
Could be refering to NTFS file permisions

These are good observations, and I think that the most important question
is the "Are you able to browse ...?".
