...as has been pointed out, these flags are tied to the group of
clones, not an individual copy. It makes more sense to check that the
clflags are empty.

In short, do your own counting, where ssids are equal and clflags are
empty, to decide if something has a good clone. And then test, and
then when you're sure of what you're doing, offer advice.
