As long as you're willing to live with explicit save sets, I would
agree.  What I find annoying is that it most of the pieces appear to be
designed to actually work with 'all', but so touchy that I can't trust
it in production.  None of the manuals I've read mention using or not
using 'all' for the cluster setup.

Further, as opposed to the explicit (and to some extent useless)
description of how to set up a Solaris/VCS cluster for backups, there's
just nothing in the MSCS networker manual at all about what needs to be
done on the MSCS side.
