Hello Patrick,

To backup a Windows System State, you must specify a specific keywork
in the client's saveset list :

SYSTEM STATE:\

In addition, to backup properly the Windows OS Boot disk, you  should also
take SYSTEM FILES:\ and SYSTEM DB:\ on top of your boot disk (c:\ for eg)

In other words, minimal saveset list of your windows client should look like:
SYSTEM STATE:\
SYSTEM DB:\
SYSTEM FILES:\
C:\

Windows XP and 2K3 have also a ASR:\ saveset. (Automatic point in time
System Repair/Recovery)

If your server is a 7.3 and run EMC NMC, there is also another
Saveset to backup the NMC DB : "NMCASA:<path>". For this; refer to admin
guide or use ALL as saveset and perform a client probe
(savegrp -pnvc <client> <group>)
