Tapes get marked full when they reach the end of the tape or when the number
of errors during writing exceeds some limit.  It could be bad tapes but most
of the time when I've seen this problem with multiple tapes it's because the
tape drive needs repair or at least a good cleaning.

even a small one, it marks the tape full right away.
