This behaviour is often seen in Windows enviroment, one way to ensure 
sanity is to use persistant binding on the FC card, or twick the scsi 
bootup parameters to limit the occorence, make sure the library is always 
online, while rebooting backup server, devices\switches are online as well.
Disable removable storage manager in Windows.
Check with vendor of the Drives\FC card to see if there is any thing 
further you can do.
Also limit the number of cards in the server so that one might load before 
other.
