 I found a German page googling which roughly translates:

 Deactivation of nsrim

 To deactivate the automatic start of nsrim the following empty file needs
 to be created:
 /nsr/mm/nsrim.priv
 This file needs to be accessed every 24 hours in a way that changed the
 "Modification Time". On UNIX, the command "touch" will do this.

 It then goes on to describe alternative methods of starting nsrim.
