The easiest way: lower your target session, increase the client parallism of
the AIX server

Target session is not a limiter. If e.g. target session is 2, the tape would
take two streams until all tapes have as much streams as their number of
target sessions. Then one stream after another is directed to the 1st,
2nd, 3rd, 1st, 2nd,...until all streams (depending on client, group and
server parallelism) are assigned.

But consider: keep the tapes streaming, do not increase the multiplexing to
much (recover performance!). Maybe you should test file device as buffer?

Admin Guide:
- If a device is already receiving the number of backup sessions determined
by the target sessions value, the NetWorker server uses the next
underutilized device for the backups.
- If all available devices are receiving the number of backup sessions
configured by target sessions, the NetWorker server overrides the set
value and uses the device with the least activity for the backup session.
