Every multi-valued attribute in networker behaves this way in nsradmin.
I really notice it when adding/removing groups and aliases on a client.
That's when I generally want to make a small change and leave the rest.

In all of these cases, I have to grab the existing list, modify it to
what I want, then update the resource attribute with the modified list.
