It's a general practice that the server can be newer than the clients,
but the clients shouldn't be newer than the server.  So, upgrade the
server first, and then the clients.

At least in the linux and solaris server installs/upgrades I've done,
removing the server packages doesn't alter the /nsr directory, so all
of that information is preserved.  I usually try to copy all the /nsr
data over to a second test system and run the upgrade there first.  That
way you get a heads up for things like upgrade enablers, and can verify
restores/indexes still work on the new platform before you upgrade your
live server.
