[Networker] Stops backing up directories at 4th level

Legato 7.2
Have faithfully been doing backups, then went to do a restore.
What I found was not good, Legato seems to stop backing directories up
after the 4th level of directory.
Saveset = All for client.
No server based or client based directives.
